CHPC OUTAGE: Unplanned multiple resource outages

The issue with access to CHPC resources has been resolved with a reboot of the ethernet/IB gateway switch along with several other IB switches.

We are currently experiencing multiple resource outages that we are troubleshooting.
This includes logging into CHPC clusters and servers. We will update once we know
more or resolve the problems.
